Our State Senators Can Stop the Data Centers!

With many thanks to our Save Carbon County allies, below is an update on three bills currently at the Pennsylvania State Senate. Two bills recently passed the House here in Pennsylvania and are now in the PA Senate waiting for review. The third bill started in the Senate with bi-partisan support. Please contact your PA State Senator to ask for support for these bills. In Carbon County, our PA State Senator is Dave Argall.

H.B. 1834 a.k.a The Data Center Act. Three agencies are tasked with various duties relating to electricity. The Public Utilities Commission will review data center contracts and may not approve them if the contract is deemed "likely to result in a material adverse impact on electrical affordability or reliability for residential customers." The Bill passed to the Senate in March. More information is available at

H.B. 2246 – Adds a section amending Title 27 (Environmental Resources) of the Pennsylvania Consolidated Statutes about data centers that use over 100,000 gallons of water per day over 30 consecutive days, requiring transparency about water usage, and reporting to PA-DEP prior to construction. The Bill passed to the Senate in May.

S.B. 1359 – Imposes a Statewide moratorium on hyperscale data center development and permitting; and providing for enforcement. More information is available here.
